TITLE
Recommendation to authorize City Manager, or designee, to execute a donation agreement with California State University, Long Beach (CSULB), for donation of a 2009 Crown Victoria sedan vehicle, formerly used by the City’s Police Department K-9 patrol division, with an estimated value of $3,400, for use by the CSULB Police Department. (District 3)

DISCUSSION
City Council approval is requested to execute a donation agreement with CSULB to provide a used K-9 patrol vehicle for their newly developed K-9 patrol program. This unit has already been replaced with a 2016 Ford Interceptor utility vehicle.

CSULB provides an advanced learning environment for nearly 38,000 students annually and is one of the largest campuses in the California State University system. The Long Beach Police Department K-9 patrol division has assisted the CSULB Police Department to ensure security at many high-profile campus events, such as Commencement. The CSULB Police Department has secured funding to purchase a trained police dog, and has asked the City to donate a used K-9 patrol vehicle to save time and expense in starting up this campus-wide service. As such, the vehicle would be used for a continuing public purpose to support ongoing operations for the K-9 program.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on May 4, 2017 and by Assistant Finance Director Lea Eriksen on May 2, 2017.

TIMING CONSIDERATIONS
City Council action is requested on May 23, 2017, to ensure the donation of the K-9 patrol vehicle can take place expeditiously.

FISCAL IMPACT
This vehicle has a re-sale value of approximately $3,400. If this unit were sold at auction, the salvage revenue would accrue to the Fleet Services Fund (IS 386) in the Department of Financial Management (FM). There is no local job impact associated with this recommendation.
