TITLE
Recommendation to authorize the use of up to 600 linear feet of dock space and 400 square feet of office space in the Long Beach Marinas by Access to Sailing, at no charge. (Districts 2,3)
DISCUSSION
Access to Sailing (ATS) is a 501 (c)3 nonprofit organization that provides therapeutic rehabilitation to disabled and disadvantaged children and adults through interactive
sailing outings (see attachment). For the past 14 years, ATS has used the Long Beach marinas for its home base, and the City has provided ATS slips, as available, to berth
vessels for its programs. ATS recently expanded its programming and is averaging approximately 100
participants per month. During the past eight months, ATS hosted large events with the Aquarium of the Pacific as part of the Festival of Human Abilities. ATS also hosted an
event with Disabled Sports USA, as part of its Summerfest. This event was highlighted by an outing with 25 United States soldiers injured in Iraq, which received coverage from both television channels ABC and CBS. In addition, ATS has recently worked with the Veterans Administration, the Autism Society, Multiple Sclerosis Society, the Center for Learning Unlimited, and the Special Education Program at Cabrilio High School. Attached is a summary of ATS, its mission, and 2004 programming. ATS receives funding from private donations of cash and vessels, as well as grants from a variety of agencies, including 'the California Department of Boating and
Waterways. To assist in the further growth of its programs, ATS is requesting use of City-owned dock space and office
space, at no cost, as identified below.
