TITLE

Recommendation to request a public report from City Manager, with input from the Fire Chief and Financial Management, on the contingency plans and budgetary impacts of the decision by the Los Angeles County Emergency Medical Services Agency (EMS) to terminate the Long Beach Fire Department's Rapid Medic Deployment Pilot Project (RMD), effective immediately, and the EMS requirement that, effective October 1, 2015, all approved Long Beach Fire Department ALS Units must be staffed with two State Licensed and County Accredited Paramedics.

DISCUSSION

On August 26,2015, the Los Angeles County Emergency Medical Services Agency notified the City of Long Beach that, effective immediately, they were terminating the Rapid Medic Deployment Pilot Project, and requiring the Long Beach Fire Department to begin the process of reverting back to staffing all approved ALS Units with two State Licensed and County Accredited Paramedics. EMS cited immediate threats to patient safety and ordered that all ALS units must meet the staffing requirements by October 1, 2015.

This decision has significant impacts on the City's budget, as well as for the staffing and patient care of the Fire Department.

We request a public report from the City Manager to discuss the contingency plans, budgetary impacts and next steps of this decision.

FISCAL IMPACT

No fiscal impact with requesting the report.
