TITLE
Recommendation to respectfully request the use of Second District FY 12 Office Budget surplus funds for community events at Bixby Park; increase FY 14 appropriations in the General Fund (GP) in the Parks, Recreation and Marine Department (PR) by $2,000.
 
DISCUSSION
In 2012, the Second Council District Office Budget ended the Fiscal Year with a surplus of $10,154. On February 19, 2013, the City Council approved the transfer of $8,154 of these funds to the Parks, Recreation and Marine Department for improvements at Bixby Park, and $2,000 of these funds to Development Services Department for neighborhood events and projects in the Second Council District. The Second Council District has determined that the funds given to Development Services Department for neighborhood events and projects would not be needed in FY 13, and is requesting approval to reallocate these funds to the Parks, Recreation and Marine Department to be used for community events at Bixby Park.
 
The Second Council District is working with the Parks, Recreation and Marine Department and community groups to activate Bixby Park. Bixby Park is a regional draw due to its historic band shell, large playground and open space set next to Long Beach's beautiful namesake shoreline. As a result, it is anticipated that additional staff services will be necessary to support activation.
 
FISCAL IMPACT
This transaction increases appropriations in the General Fund (GP) in the Parks, Recreation and Marine Department (PR) by $2,000 to be spent only for services associated with community events at Bixby Park. Any funds not used for this purpose by the end of FY 14 will lapse to fund balance and will not be available after FY 14.
