TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents to enter into a Memorandum of Understanding with the Los Angeles Superior Court for use of the Justice Partner Portal. (Citywide)
DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into a Memorandum of Understanding (MOU) with the Los Angeles Superior Court (LASC), for use of the Justice Partner Portal (JPP). This MOU will establish each parties' responsibilities regarding access to LASC electronically maintained data and documents (court records) through JPP. LASC will provide these services to LBPD without charge and will not limit
transaction volume, but will monitor usage and costs required to provide this service. LASC will reserve the right to limit transaction volume, terminate this service or seek minimal reimbursement of costs, if deemed necessary. Subject to conditions in the MOU, LASC will grant LBPD access to JPP, free of charge, to perform official duties as permitted by law. Either party may terminate the MOU at any time for any reason.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita on August 29, 2017 and by Budget Management Officer Rhutu Amin Gharib on August 30, 2017.
TIMING CONSIDERATIONS
City Council action is requested on October 3, 2017, to ensure the MOU is in place expeditiously.
FISCAL IMPACT
There is no expected fiscal impact associated with this recommendation. However, LASC reserves the right to seek minimal reimbursement costs if they deem it necessary, which will be absorbed by existing appropriations in the General Fund (GF) in the Police Department (PD). There is no local job impact associated with this recommendation.
