DISCUSSION
City Council approval is requested to enter into a contract with the April Parker Foundation, Inc., for the delivery of certified life coaching and individualized case management services to participating opportunity youth as part of the Futures First program. The Futures First Program is a work skills and personal development program which strives to integrate spaces for opportunity youth, young people ages 16 to 24 who are not working and/or not in school and as a result have the most opportunity for connection to services, to make life decisions more effectively by providing youth with links to essential life skills, learning, and supportive services as they pursue an education/career pathway.

A Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on March 23, 2023, and 24 potential proposers specializing in life coaching and case management were notified of the RFP opportunity. Of those proposers, 11 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing .
