TITLE
Recommendation to authorize City Manager to accept a donation of $30,000 from the Friends of Bixby Park to be utilized for enhancements to Bixby Park; and increase appropriations in the Capital Projects Fund (CP) in the Department of Public Works (PW) by $30,000.  (District 2)
 
DISCUSSION
In 2013, the Friends of Bixby Park (FOBP), a local community group advocating for the improvement of Bixby Park, successfully applied for a $30,000 Long Beach Navy Memorial Heritage Grant. The purpose of the grant was to provide additional funding for the installation of historic light fixtures in Bixby Park. The City of Long Beach (City), through the Department of Parks, Recreation and Marine, is coordinating this project and has worked closely with the FOBP to make several improvements to the north parcel of Bixby Park, including the installation of historic light fixtures. As the project is on Cityowned land and the work is being coordinated by the City, the FOBP agreed to donate their funding to the City for the existing project.
 
This matter was reviewed by Deputy City Attorney Kendra L. Carney on July 23, 2014, and by Budget Management Officer Victoria Bell on July 28,2014.
 
TIMING CONSIDERATIONS
City Council action is requested on August 12, 2014, in order to accept the donation from the Friends of Bixby Park for the installation of historic light fixtures.
 
FISCAL IMPACT
The donation from the Friends of Bixby Park will augment $119,500 in funding already budgeted for improvements to Bixby Park. An appropriation increase of $30,000 in the Capital Projects Fund (CP) in the Public Works Department (PW) is requested, offset by a donation from Friends of Bixby Park. There is no impact to jobs associated with the recommended action.

Approve recommendation.
