TITLE
Recommendation to adopt Plans and Specifications No. R-6746 for the installation of Metro Blue Line Chain Link Fence with “Wave” Top Rail from 6th Street to Willow Street on Long Beach Boulevard; and authorize City Manager to execute a contract with FenceCorp, Inc., the lowest responsible bidder, in an estimated amount of $397,310 plus a 15 percent contingency amount, if necessary. (Districts 1,6)

DISCUSSION
The fence to be installed on Long Beach Boulevard is in response to a work order issued by the Los Angeles County Metropolitan Transportation Authority. The fence will prevent pedestrians from crossing Long Beach Boulevard in mid-block and reduce the likelihood of train/pedestrian incidents and accidents. In turn, this will reduce the City's liability in any such incidents or accidents.

City Council's adoption of the plans and specifications, as well as the award of the contract to the lowest responsible bidder, is being recommended concurrently to expedite implementation of this project. The project was advertised for bid on December 5, 2007, and the bids were opened on January 25, 2008. Information regarding FenceCorp, Inc. is provided on the attached contract awards document.

This matter was reviewed by Deputy City Attorney Amy R. Burton on January 30, 2008, and by Budget Management Officer Victoria Bell on January 30,2008.

TIMING CONSIDERATIONS
City Council action on this matter is requested on February 19, 2008, to authorize commencement of this Public Works project. Construction is projected to begin in March 2008 and should take approximately 60 working days.

FISCAL IMPACT
The contract award is for an estimated amount of $397,310 plus a 15 percent contingency amount of $59,597, if necessary. Sufficient funds to cover the contract are budgeted in the Transportation Fund (SR 182) in the Department of Public Works (PW). The funding source is Proposition C.
