TITLE
Recommendation to request City Manager, or designee, to accept an easement deed for street and alley widening at 2367 Atlantic Avenue; and adopt and accept the Mitigated Negative Declaration issued for the project. (District 6)

DISCUSSION
It is the goal of the Public Works Department to widen streets and alleys to the standards established in the City's General Plan. When significant new development is proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to accommodate the new development. For the construction of a new single-family residence located at 2367 Atlantic Avenue, a dedication of additional alley width and an irrevocable offer to dedicate for the future street widening of Atlantic Avenue is recommended. The recommended dedications are shown on the attachment and described as follows:

· The adjacent north/south alley 15 feet wide, 7.5 feet wide east of centerline, should be widened by 2.5 feet east of centerline to a width of 10 feet. The dedication action will widen the existing 15-foot wide alley to 17.5 feet. A standard alley width of 20 feet will be achieved when the property on the west side of the alley is improved and a public alley dedication of 2.5 feet is recorded.

· An irrevocable offer to dedicate 10 additional feet for the future widening of Atlantic Avenue, with a half-width of 40 feet, to achieve a future width of 50 feet west of the centerline. The 100-foot ultimate width for Atlantic Avenue will be achieved at such future date when the City adopts plans and specifications for the widening and improvement of Atlantic Avenue.

Habitat for Humanity of Greater Los Angeles (the developer), and the new property owner have agreed to provide the dedications. This matter was reviewed by Deputy City In conformance with the California Environmental Quality Act, a Mitigated Negative Declaration was issued for the construction project.
