TITLE
Recommendation to adopt Plans and Specifications No. R-7136 and award a contract to Sully-Miller Contracting Company, of Brea, CA, for the Taxiway D Rehabilitation between Runway 8L-26R and Taxiway J at the Long Beach Airport, in the amount of $5,657,950, with a 10 percent contingency in the amount of $565,795, for a total amount not to exceed $6,223,745; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments;
Increase appropriations in the Airport Fund Group in the Airport Department by $7,798,525, offset by grant revenue and funds available; and
Adopt Categorical Exemption CE-18-185. (District 5)
DISCUSSION
City Council approval is requested to enter into a contract with Sully-Miller Contracting Company, for the Taxiway D Rehabilitation between Runway 8L-26R and Taxiway J at the Long Beach Airport (Airport). The project will rehabilitate approximately 4,900 feet of Taxiway D pavement by grind and overlay to maintain airfield infrastructure and enhance operational safety. The project also includes the demolition/reconfiguration of the airfield geometry "hot spot" at the non-standard Taxiway B crossing of Runway 12-30 and Runway 8L-26R, which will enhance pilot's situational awareness and safety. Additional improvements will include grading and drainage improvements, hydro-seeding of graded infield areas, taxiway markings, and new LED airfield signage and lighting improvements.
The total grant funding for the project is $6,616,620. On September 17, 2019, the City Council authorized the submittal of an application to the Federal Aviation Administration (FAA), and, if awarded, acceptance of said grant for the Airport Improvement Program (AIP) Grant for Federal Fiscal Year 2019 to fund the Improvements to Taxiway D Project. The FAA awarded the Airport the grant for this project on May 8, 2020.
