TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and any necessary subsequent amendments thereto, between the City of Long Beach and the County of Los Angeles Office of the Assessor to provide online access to building plans and permits relative to property records.  (Citywide)
 
DISCUSSION
In accordance with California's Revenue and Taxation Code, Section 72(c), the City of Long Beach (City) is required to transmit a copy of building plans to the County of Los Angeles Office of the  Assessor (Assessor) as soon as possible after the final plans are approved.  Currently, by mutual agreement, the Assessor has been sending staff to the Long Beach City Hall to obtain copies of permits and final building plans.  The Assessor uses these plans to assist in determining changes to property valuations.  
 
In the interest of staff efficiencies for the City and the Assessor, the City is able to provide internet access to the Assessor to securely obtain building permit and plan information through the City's Laserfiche Enterprise Content Management System.  The Memorandum of Understanding outlines the City's requirements and the Assessor's responsibilities for securing internet access, and using the provided information in accordance with applicable federal, state, and local laws.  
 
This matter was reviewed by Deputy City Attorney Linda Vu on March 19, 2014 and by Budget Management Officer Victoria Bell on March 25, 2014.
 
TIMING CONSIDERATIONS
City Council action is requested on May 6, 2014, to execute the Memorandum of Understanding between the City of Long Beach and the County of Los Angeles Office of the Assessor.
 
FISCAL IMPACT
No fiscal impact or local job impact is expected as a result of this recommended action.
