TITLE

Recommendation to authorize City Manager, or designee, to execute all necessary documents to receive and expend grant funding from the federal Fiscal Year 2016 Edward Byrne Memorial Justice Assistance Grant Program Local Solicitation; and

 

Increase appropriations in the General Grants Fund (SR 120) in the Police Department by $196,217, offset by grant revenue.  (Citywide)

 

DISCUSSION

The Long Beach Police Department was awarded grant funding for the twelfth consecutive year for the Fiscal Year 2016 Edward Byrne Memorial Justice Assistance Grant (JAG) Program - Local Solicitation from the Department of Justice, Bureau of Justice Assistance, in the amount of $196,217.  The grant monies will be used to support a DNA Criminalist provided by the Los Angeles County Sheriff’s Department assigned to work on Long Beach DNA cases, and to support a specially trained and selected Deputy Probation Officer assigned by the County of Los Angeles to provide enhanced probation services to the City of Long Beach.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on August 24, 2016 and by Budget Operations Administrator Grace Yoon on August 25, 2016.

 

TIMING CONSIDERATIONS

City Council action is requested on September 20, 2016, to expedite the use of the grant funds.

 

FISCAL IMPACT

The Edward Byrne Memorial Justice Grant Program is currently unbudgeted.  Therefore, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $196,217 is requested.  Grant revenues will offset the expense appropriation and the grant does not require matching funds.  There is no local job impact associated with this recommendation.
