DISCUSSION
The Prevention and Aftercare Services Collaborative was initiated by the Los Angeles Department of Children and Family Services (DCFS) to collaborate with its community partners to enhance the capacity of the health services continuum to improve the lives of children and families. Prevention and Aftercare Services aim to stop child maltreatment before it occurs, mitigate the risk factors associated with child abuse and/or neglect, reduce the negative consequences of maltreatment, and prevent re-maltreatment and/or reentry into the public child welfare system. The program promotes child safety, empowerment of families and self-sufficiency through the network partner system of the Service Planning Area 8 (SPA 8) Family Support Collaborative.

The Los Angeles Department of Children and Family Services awarded South Bay Center for Counseling (SBCC) a Prevention and Aftercare Services Grant as the lead agency in SPA 8. To meet the County’s goal of enhancing outcomes through collaboration with community partners, the SBCC is proposing to subcontract this service to the City of Long Beach. Under the Prevention and Aftercare Services subcontract, the Health Department will provide case navigation and coaching services to community-referred, clients. SBCC will provide technical support to collect data for outcomes of this program.

This matter was reviewed by Deputy City Attorney Linda Vu on December 11, 2014 and by Budget Management Officer Victoria Bell on December 17, 2014.
