TITLE
Recommendation to authorize City Manager to execute the Third Amendment to Agreement No. 30954 with C&S Companies, in an amount not to exceed $400,000, for Phase Two of the Residential Sound Attenuation Program and to extend the term for up to one additional year for Phase Two of the Program; and

Authorize the construction of home improvements in Phase Two of the Residential Sound Attenuation Program to be performed utilizing Job Order Contracting (JOC). (Districts 4,5)

DISCUSSION
On September 16, 2008, the City Council authorized the City Manager to enter into a contract with C&S Companies (C&S) for program design, management, and construction management services for the Residential Sound Attenuation Program, now titled the “Long Beach Airport QuieterHome® Program or Quieter Home Program” (QHP).

Phase One of the Program is on schedule for completion at the end of March 2011. Staff has worked with a cohesive project team comprised of C&S Companies and New Creation Builders, a City-approved Job Order Contractor (JOC), to install sound attenuating windows, doors and HVAC systems on the first ten homes identified as Phase One. Maintaining the strong partnership created between the City, C&S Companies and New Creation Builders will benefit the next 17 homeowners identified in Phase Two by continuing to provide attentive, high quality, and reliable service.

Staff recommends execution of the Third Amendment to Agreement No. 30954 with C&S Companies for Phase Two of the Program. Phase Two includes sound pre- and post-testing in each home, and the design and construction management of the home improvements. Testing and design are anticipated to begin in April 2011.

Authorization is requested to proceed with construction of the remaining 17 homes included in Phase Two of the Program using the existing JOC contract. City Council approved the list of JOC contractors on February 2, 2010. Construction of Phase Two is anticipated to begin in July 2011.
