TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the California Office of Traffic Safety for the 2015 Selective Traffic Enforcement Program (STEP) grant; and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $400,000. (Citywide)
DISCUSSION
Recently, the Long Beach Police Department (PD) was awarded grant funding for the sixth consecutive year for the Selective Traffic Enforcement Program (STEP) grant in the amount of $400,000 from the California Office of Traffic Safety. The goal of the grant is to reduce the number of persons killed and injured in crashes involving alcohol and other primary collision factors. "Best practice" strategies will be conducted on an overtime basis. Some of the funded strategies include DUI checkpoints, DUI saturation patrols, distracted driving enforcement, seat belt enforcement, educational presentations and court stings. These strategies are designed to earn media attention thus enhancing the overall deterrent effect.
This matter was reviewed by Deputy City Attorney Kendra Carney on July 30, 2014 and by Budget Management Officer Victoria Bell on August 6, 2014.
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 2, 2014, to expedite use of the grant funds.
FISCAL IMPACT
As the Selective Traffic Enforcement Program (STEP) grant is currently unbudgeted, an appropriation increase in the General Grants fund (SR 120) in the Police Department (PD) in the amount of $400,000 is included in the recommendation. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no local job impact associated with this recommendation.
