Recommendation to authorize City Manager to accept a $493,172 grant from Los Angeles County for the CalWORKs Youth Jobs Program for the period of May 17, 2005 through September 30, 2005, and execute any and all documents in connection with the foregoing.

DISCUSSION
The City has received notice that the Los Angeles County Workforce Investment Board approved funding allocations for the Summer CalWORKs Youth Jobs Program. The Workforce Development Bureau (WDB) administers this program that provides paid work experience and learning opportunities targeted to members of families receiving CalWORKs cash assistance, with priority to pregnant and/or parenting teens. There were a total of 232 youth who were served in 2004 through this program from the following areas:
Based on the outcome of current negotiations with the County, funding would allow the WDB to serve approximately 250 youth between July and September 2005. Participating youth will receive up to 200 hours of services that combine work readiness training, academic and basic skills remediation, work experience, supportive services, and post-program placement services. Services will continue to be coordinated through the Youth Opportunity Center that oversees case management, grant administration, and intake recruitment in concert with the Los Angeles County Department of Public
and Social Services. This letter was reviewed by Deputy City Attorney Everett L. Glenn on March 28, 2005, and by Budget Management Officer David Wodynski on March 25,2005.

FISCAL IMPACT
The grant award will cover all costs associated with this program. The grant amount of $493,172 is budgeted in the Community Development Grants Fund (SR 150) in the
Department of Community Development (CD).
