TITLE
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,000, offset by the Third Council District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation of $1,000 to Happy Sundays; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000, to offset a transfer to the City Manager Department.
DISCUSSION
Happy Sundays is a free, multi-venue, one-day, music, art & comedy festival in the Zaferia Business Association area. Created by Julia Kugel and Scott Montoya, Happy Sundays came out of their idea to gather a wide range of artists for a perfect, hassle-free day of music. Giving back to the chill and free-flowing LBC community has been a priority since day one, so each year Happy Sundays has partnered with local
businesses to offer a free event that is designed to support the community’s interests.
This matter was reviewed by Budget Analyst Joe R. Guerrero on July 11, 2023.

Staff will consider issues of equity and access with any program proposals brought forward to ensure the City’s commitment for everyone reaching their highest level of health and potential for a successful life, regardless of background, neighborhood, or identity.
FISCAL IMPACT
This recommendation requests the City Manager to provide a contribution to Happy Sundays. The total appropriation increase of $1,000 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Third Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and have a minimal impact on existing City Council priorities. There is no local job impact associated with the recommendation.
