TITLE
Recommendation to authorize City Manager to accept $100,000 awarded through the Los Angeles County Proposition A Excess Funds Program, for the Drake/Chavez Greenbelt Project; increase appropriations in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR) by $100,000; and execute any documents necessary for the implementation and administration of the project. (District 1)

DISCUSSION
On April 20, 2010, the City Council authorized the City Manager to apply for grant funding for the Drake/Chavez Greenbelt Project through the Los Angeles County Proposition A Excess Funds Program. Recently, the Department of Parks, Recreation and Marine (PRM) was notified of the award of $100,000 in grant funding. The award will partially fund an Environmental Impact Report (EIR), which is required for development of the Drake/Chavez Greenbelt Project by the California Environmental Quality Act. The total cost of the EIR will be $375,000, and PRM will divide the project into two phases, allowing the work to commence within the existing funding. Phase I will include the preparation of the project initiation and specific technical analyses needed prior to Phase II, while Phase II will complete the remaining studies, Notice of Preparation, and public outreach.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on June 1, 2010, and Budget Management Officer Victoria Bell on June 8, 2010.

TIMING CONSIDERATIONS
City Council action is requested on June 22, 2010, in order to allow timely execution of all pertinent documents.

FISCAL IMPACT
The total cost of the Environmental Impact Report will be $375,000, divided into two phases. The Phase I cost of $150,000 is funded by the award of $100,000 from the Los Angeles County Proposition A Excess Funds Program, which is not currently budgeted.
