TITLE
Recommendation to adopt Plans and Specifications No. R-6806 for the Colorado Lagoon Restoration Project; and authorize City Manager to award and execute the contract with ARB Inc. in an estimated amount of $3,787,238, plus a 20 percent contingency amount of $757,448, if necessary and if funds are available, for a total of $4,544,686, and any necessary amendments thereto; authorize City Manager to accept $1,300,000 from the Port of Long Beach and $1,116,131 from the State Water Resources Control Board for construction of the Colorado Lagoon improvements, and execute all documents necessary to accept the funds; and increase appropriations in the Tidelands Operation Fund (TF) in the Department of Community Development (CD) in the amount of $2,416,131. DISCUSSION
As part of the American Recovery and Reinvestment Act of 2009 (ARRA), the City of Long Beach (City) received $3,202,977 in funding support through the California State Water Resources Control Board (SWRCB) for the Colorado Lagoon Restoration Project.
The anticipated construction work at the Lagoon will consist of a low-flow diversion system, trash separation devices, and the cleaning of the underground culvert that connects the Colorado Lagoon to Marine Stadium. A vicinity map of the area is attached as Exhibit A.
City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on September 25, 2009, and bids were opened on November 11, 2009. Of the thirty-eight Plans and Specifications that were sold, none were from a local business. Information regarding the selected bidder, ARB Inc., is provided in the contract award document, attached as Exhibit B.
