TITLE
Recommendation to authorize City Manager to enter into two pipeline crossing agreements with the Union Pacific Railroad Company for the purpose of installing a natural gas pipeline; and authorize payment to the Union Pacific Railroad Company in an amount of $33,400. (Citywide)
DISCUSSION
The Long Beach Gas and Oil Department (LBGO) is actively engaged in natural gas pipeline relocation work required for the construction of the Gerald Desmond Replacement Bridge. The Los Angeles River crossing at 6th Street is the last section of pipe to be installed to complete the project. The property on each side of the Los Angeles River, at this location, is owned by Union Pacific Railroad Company (UPRRC), and will be encroached upon by the installation of the pipeline. The Los Angeles River crossing will be accomplished by boring under the riverbed at 6th Street, which will result in significantly less maintenance than the previously exposed pipeline located under the bridge, as well as continuity of gas pressure to the southern section of the city. The pipeline construction work to complete this relocation was part of Plans and Specifications No. G-301 authorized by the City Council at its meeting on February 12, 2013. The City will enter into the pipeline crossing license agreements with UPRRC to allow the City to install its pipeline across property owned by the UPRRC. LBGO will be fully reimbursed by the Port of Long Beach.
In accordance with the California Environmental Quality Act, Categorical Exemption Number CE-31-12 has been issued for this project.

TIMING CONSIDERATIONS
City Council action is requested on June 17, 2014, so that construction can begin in July 2014, lasting through August 2014.
