TITLE
Recommendation to request City Attorney to draft an ordinance that will achieve the following goals:
• To guarantee to the residents of the City that the City of Long Beach (City) continues the highest ethical work environment for the residents of the City and the City's elected officials and employees; and
• In the spirit of open and transparent government, to allow the public to know and better understand the relationship between its elected officials and lobbyist's clients.
DISCUSSION
The City of Long Beach is the 6th largest municipality in California. Of the six largest cities - Los Angeles, San Diego, San Jose, San Francisco, Fresno and Long Beach the City of Long Beach remains the only one of these large cities without an ordinance requiring the registration and disclosure of lobbyist activities by lobbyists, elected officials and key city management staff.
The City of Long Beach Council Committee on Elections Oversight Committee labored for several years to bring a proposal to the full City Council. The City Council rejected this proposal on a 7-2 vote in 2008.
For public transparency, it is crucial that the City Council put in place an ordinance to regulate and disclose lobbying activities.
