DISCUSSION
The purpose of this letter is to inform the City Council of the intent by the County of Los Angeles to acquire three parcels totaling approximately 13,500 square feet located at 1945 Palmer Court. The subject property is improved as a surface parking lot (44 parking spaces) and has been occupied by the County on a lease basis since 1993.

The parking lot is currently utilized to supplement parking for staff and visitors of the adjacent Long Beach Mental Health Center at 1975 Long Beach Boulevard. Since the owner has decided to sell the parking lot, the proposed acquisition would secure sufficient parking accommodations to meet the program's long term parking needs.

Planning staff has reviewed the proposed project and determined that it is consistent with our land use regulations and is a suitable use. The General Plan divides the City into 21 land use districts, which provide general guidance as to the type and density of land uses considered appropriate. The proposed acquisition sites are located in Land Use District (LUD) 3B, Moderate Density Housing and the General Plan makes special provisions that neighborhood servicing land uses are by their very nature consistent with the General Plan.

TIMING CONSIDERATIONS
On October 26, 2006, the County of Los Angeles notified the Director of Planning and Building of its intent to acquire three parcels within the City. Administrative Regulation AR 8-22 requires the notification of the City Council at the earliest opportunity possible, when another governmental agency intends to locate a facility within the City. On November 28, 2006, the Los Angeles County Board of Supervisors is scheduled to take action on this item to acquire property in Long Beach and is seeking any comments before that time.
