TITLE
Recommendation to authorize City Manager to accept an easement deed from the Trustees of the California State University and to execute the easement document for the installation and maintenance of a gas main in a section of Beach Drive at California State University, Long Beach. (District 3)
DISCUSSION
City Council approval is requested to accept an easement from the Trustees of the California State University for the purpose of installing and maintaining a gas main pipeline located at California State University, Long Beach (CSULB). The Long Beach Gas and Oil Department (LBGO) is actively engaged in various infrastructure projects throughout the city to improve its natural gas pipeline system, for the safe and efficient delivery of natural gas. The existing gas main pipeline along Beach Drive has been identified in LBGO’s pipeline replacement program.
In 1955, the City Council vacated a section of Anaheim Road in the area of CSULB, retaining permanent easements for operating and constructing water and gas pipelines among other utilities. A section of the existing CSULB entrance road, Beach Drive, formerly Anaheim Road, at Bellflower Boulevard, no longer aligns with the retained easement. The retained easement crosses an environmentally-sensitive area. To complete construction of the replacement gas main pipeline and operate that pipeline on property owned by the Trustees of the California State University, an additional easement is necessary to align the pipeline with Beach Drive and avoid the sensitive area.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on May 23, 2016 and by Revenue Management Officer Julissa José-Murray on May 18, 2016.
TIMING CONSIDERATIONS
City Council action is requested on June 21, 2016, to expedite the pipeline replacement program.

There is no fiscal or local job impact associated with this recommendation.
