DISCUSSION
The conditions of beach restroom facilities have deteriorated. As identified in 2006, 70 percent of marina and beach facilities are below acceptable or satisfactory industry or customer standards, resulting in lower customer satisfaction, potential facility closures, and negative customer perception of the City of Long Beach (City) and the services it provides. The Department of Parks, Recreation and Marine is committed to provide a higher standard of service in order for the community to experience safe, attractive, and accessible parks, beaches, waterways, open spaces, and facilities, and therefore, is working to replace rundown and decaying facilities.

Section 1802 of the City Charter provides for an alternative procurement method by permitting the City to purchase or obtain services, supplies, materials, equipment, and labor with other government agencies by purchasing under their contracts on a voluntary and selective basis, once authorized by a Resolution of the City Council.

The State of California recently awarded Supplement No.2 to the California Multiple Award Contract No. 4-04-54-0011A with Oregon Romtec, Inc. (Romtec). Romtec is a leading supplier of prefabricated and pre-engineered public restrooms. The contract was competitively bid and reflects the best overall pricing available to state and local government agencies and school districts.
