TITLE
Recommendation to adopt the recommendation of the Homeless Services Advisory Committee to allocate $22,500 of the of Mayor’s Fund for the Homeless to the Alliance for Housing and Healing; authorize City Manager, or designee, to execute all necessary documents between the City of Long Beach and the Alliance for Housing and Healing for the provision of services for the homeless; and
Increase appropriations in the General Fund (GF) in the Health and Human Services Department (HE) by $22,500. (Citywide)
DISCUSSION
On September 14, 1990, the City Council approved an ordinance establishing the Mayor’s Fund for the Homeless (Mayor’s Fund). Since January of 1992, a solicitation envelope for the Mayor’s Fund has been included in the City’s utility bill each year and the Mayor’s Fund receives an average of $25,000 in contributions annually.
On July 1, 2015, the Homeless Services Advisory Committee (HSAC) held a meeting to discuss a special allocation of the Mayor’s Fund. At that time, the available balance of the Mayor’s Fund was $107,319. HSAC recommends that a portion of the Mayor’s Fund, in the amount of $22,500, be allocated to the Alliance for Housing and Healing for the provision of homeless services, with the balance to remain in the Mayor’s Fund to accrue interest. One hundred percent of these funds will be used exclusively for securing appliances and furniture for 18 supportive apartment units that will house chronically homeless individuals with HIV/AIDS and/or other chronic health conditions in the City of Long Beach. The operational period for the funds will be from August 11, 2015 through December 31, 2016.
