TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to submit an agreement with the State of California Business, Consumer Services and Housing Agency Homeless Coordinating and Financing Council (HCFC), for the Homeless Housing and Assistance Program (HHAP) Round 2 Notice of Funding Availability (NOFA), to redirect the City of Long Beach (City) Large Cities program funding allocation, in the amount of $2,198,468, to the Long Beach Continuum of Care (CoC). (Citywide)
DISCUSSION
City Council approval is requested to submit an intent to redirect agreement with the HCFC in the HHAP Round 2 NOFA application. Through the HHAP Round 2 allocations, the City is eligible to receive $2,198,468 from its Large Cities program allocation and $1,055,696 from its Long Beach CoC program allocation. The total expected funding from HHAP Round 2 is $3,254,164, which must support regional coordination and expand local capacity to address immediate homelessness challenges in the Long Beach region.
The Health and Human Services Department, Homeless Services Division, serves as the lead agency in administering homeless services grant funds across the Long Beach CoC. Redirecting funds from the HHAP Round 2 Large Cities program allocation to the CoC will not change the intended use of funds to address homelessness challenges, and there will be no impact to current City programs or future programming supported by the funds. Redirecting funding from the Large Cities program to the CoC will only facilitate administrative efficiencies by consolidating funding allocations into a single entity.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on December 21, 2020 and by Revenue Management Officer Geraldine Alejo on December 30, 2020.
TIMING CONSIDERATIONS
City Council action is requested on January 19, 2021, to submit a binding Resolution that redirects funds prior to the HHAP Round 2 NOFA deadline, which is January 23, 2021.
