DISCUSSION
The City of Long Beach has historically used professional consultants on an as-needed basis to provide environmental surveys, certified materials testing and inspection, and other related services for capital projects related to facility, building, and infrastructure improvements. These as-needed services include asbestos and lead-based paint surveys, abatement monitoring, air quality monitoring, environmental sampling and testing of soil and other materials. Certified materials testing and laboratory services will include, but are not limited to, reinforced concrete, masonry, aggregates, asphalt, soils, metal, fireproofing, and other construction materials. Professional construction inspection services in the public right-of-way as well as special deputy inspections of City facilities are required by building codes.

These services are needed as the Public Works Department does not have specialized expertise in some of these fields, including environmental asbestos and lead-based paint surveying and abatement and air quality monitoring, nor the necessary testing laboratories, to cover all of its capital projects. Current as-needed consultant contracts related to these specialized fields have expired or will expire shortly.
