TITLE
Recommendation to authorize City Manager to execute all necessary documents with the Southern California Association of Governments (SCAG) relating to a grant awarded to the Department of Development Services for professional planning services to study changes to land use regulations for Long Beach Boulevard in the context of Long Beach 2030. (Districts 1,6)
DISCUSSION
The Southern California Association of Governments (SCAG) recently awarded the City of Long Beach a Compass Blueprint Grant. Under this grant program, the Department of Development Services will receive $150,000 in planning services from Fregonese Associates to study Long Beach Boulevard in the context of the emerging themes from Long Beach 2030. Specifically, the grant will focus on areas covered by the Long Beach Boulevard Planned Development (PD-29) excluding Subarea 1 (Site Map attached). City Council authorization is required to execute the contract and accept these planning services.
The Compass Blueprint Grant Program provides planning services, free of charge, to local government jurisdictions. The goal of the program is to promote creative, forward-thinking, and sustainable development solutions that fit local needs and support shared regional values. Working with SCAG, services offered by Fregonese Associates will be instrumental in enhancing our knowledge for Long Beach 2030.
This matter was reviewed by Assistant City Attorney Michael Mais on May 1, 2008 and by Budget Division Officer Victoria Bell on May 2,2008.
TIMING CONSIDERATIONS
City Council action is requested on May 13, 2008 to ensure the timely completion of the study by December 31, 2008.
