TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract with Galls, LLC, of Lexington, KY, for furnishing and delivering fire uniforms, on the same terms and conditions afforded to the Orange County Fire Authority, in an annual amount of $500,000, with a 10 percent contingency of $50,000, for a total annual amount not to exceed $550,000, until the Orange County Fire Authority contract expires on October 2, 2022, with the option to renew for as long as the Orange County Fire Authority contract is in effect, at the discretion of the City Manager. DISCUSSION
City Council approval is requested to enter into a contract with Galls, LLC, to furnish and deliver fire uniforms. This contract will meet safety and quality standards for the Long Beach Fire Department and ensure the timely availability of uniforms for personnel.
The Purchasing Division in the Financial Management Department researched procurement options and learned that the Orange County Fire Authority had recently completed a Request for Proposals process for the purchase of fire uniforms, and has a contract with Keystone, a company acquired by Galls, LLC, that meets the City’s needs. The Orange County Fire Authority was competitively bid in March 2019. This cooperative purchase agreement will allow the City to obtain competitive pricing due to increased buying power.
City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
This matter was reviewed by Deputy City Attorney Sarah E. Green on July 8, 2020 and by Deputy Finance Director Sandy Tsang-Palmer on July 15, 2020. Due to time constraints, no Budget Office review was able to be conducted.
