TITLE
Recommendation to request City Manager or designee to accept an easement deed for alley widening at 2114 Long Beach Boulevard, and adopt and accept the Categorical Exemption CE 11-080.  (District 6)
 
DISCUSSION
It is the goal of the Public Works Department to widen streets and alleys to the standards established in the City's General Plan.  When significant new development is proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to accommodate the new development.  For the construction of a new 34,000-square foot, four-story 41 residential unit senior assisted living facility located at 2114 Long Beach Boulevard, the dedication of additional alley width is recommended.  Specifically, the 10-foot wide north-south alley, east of Long Beach Boulevard, between Hill Street and 21st Street, should be widened by 5 feet west of the centerline. This action will widen the existing 10-foot wide alley to 15 feet.
 
Long Beach & 21st, LP, the developer of the subject property, agreed to development conditions that include alley improvements and the above-described dedications to be completed with the construction in process, prior to the issuance of an occupancy permit. In conformance with the California Environmental Quality Act, Categorical Exemption No. CEP 11-080 was issued for this project.
 
This matter was reviewed by Deputy City Attorney Linda Vu on October 22, 2014 and by Budget Management Officer Victoria Bell on December 11, 2014.  
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A document processing fee of $1,232 was paid by the developer and deposited in the General Fund (GF) in the Public Works Department (PW).  There is no local job impact associated with this recommendation.
 
SUGGESTED ACTION
Approve recommendation.
