Discussion
The City Council's adopted policy requires the Board of Health and Human Services (Board) to solicit information and make recommendations for projects to be funded through the Social Services Grant Program (SSGP). The program is supported by the Community Development Block Grant and the General Fund for two-year funding cycles.

On August 5, 2003, City Council approved agreements with all agencies to provide services for two years (2004-2005) in the funding cycle. One of the currently funded agencies, the Foodbank of Southern California, due to the requirements of accepting federal funding, has declined to be funded for the second year of funding. Its project was allocated $20,533 for fiscal year 2005.

Board Review:
The Board has a policy to reallocate returned or unused SSGP funds. At the October 15, 2004 meeting, the Board voted to recommend that the City Council reallocate the award to the South Bay Alcoholism Services (SBAS).

This organization was made based upon the fact that SBAS had received the next highest score in last year's selection process. The SBAS will be funded for a Transitional Living Program (TLP). The TLP was established to respond to the urgent need for a safe and sober place to stay for the homeless indigent women who successfully graduated from the primary program.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin and Budget Management Officer David Wodynski on December 21, 2004.

Timing Considerations
City Council action is requested on January 4, 2005 to enable the Department of Health and Human Services to begin contract negotiations and processing.

Fiscal Impact
