TITLE
Recommendation to authorize City Manager to execute all documents with the U.S. Department of Labor to receive a Workforce Investment Act grant in the amount of $133,624, to execute a contract with the South Bay Center for Counseling in the amount of $90,000 to deliver employment services to residents around the energy industry, and to execute any subsequent grant and contract amendments that change the terms or funding. DISCUSSION
The Workforce Investment Network (Network) has prioritized the utility and energy production sectors as key industries for investment of resources and partnerships that benefit residents and business alike. With great assistance from Congresswoman Laura Richardson, the Network is receiving $133,624 in dedicated funds to augment training investments around these sectors.
The grant funds will allow residents to access the Network and South Bay Center for Counseling's (SBCC) Energy Pathways Project of job training, academic preparation, and placement assistance for Process Plant Technician and Operator employment opportunities at refineries that include Exxon-Mobil, ConocoPhillips, Tesoro, and Valero-and at the County Sanitation Department. The Network will provide overall project management and oversight through its Center for Working Families (Center).
The Center will serve as the project hub for outreach, recruitment, screening, objective assessment and coordinate all project activities.
The Network will contract with the SBCC to provide case management, coordinate internship and full-time employment opportunities with participating refineries, and facilitate industry-training efforts through Los Angeles Harbor College's Process Plant Technology Program.
