DISCUSSION
The United States Department of Homeland Security has designated the City of Long Beach, in partnership with the State of California, the County of Los Angeles and cities within the County adjacent to our City’s border, as recipient of grant funds for the years 2003, 2004 and 2005 from the Urban Area Security Initiative grant program. The grant is intended to fund planning, equipment, training, exercises and personnel costs associated with the protection of critical infrastructure in and around the Long Beach Urban Area.

The Long Beach Urban Area for 2003, 2004 and 2005 includes the County of Los Angeles and the cities of Carson, Compton, Paramount, Bellflower, Lakewood, Hawaiian Gardens and Signal Hill with the focus on jurisdictions with significant potential threats. These jurisdictions are all represented in an “Urban Area Working Group,” jointly chaired by the City of Long Beach and the County of Los Angeles, which guides the planning process and makes recommendations on expenditures. Threats have been identified through several sources including, but not limited to, the Los Angeles Area Terrorism Early Warning Group, the Texas A & M University Threat and Risk Assessment Program, California’s Threat Assessment Tool, and the assessment of the Long Beach Police Department Special Weapons and Tactics Team. This Resolution will replace Resolution C-28220 and will expressly authorize the Assistant City Manager to approve and sign for any actions on behalf of the City of Long Beach, and to make any requests, changes and/or requests of reimbursement.
