DISCUSSION
The existing tie-rods supporting the Naples Island seawall have deteriorated, resulting in instability of the area behind the seawall. The required repair work includes the installation of 95 soil anchors (which will replace the existing tie-rods and stabilize the adjoining property), temporary relocation of existing floating docks and miscellaneous concrete seawall repair work. City Council adoption of the plans and specifications and award of contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bids on July 20, 2007, and bids were opened on August 15, 2007. Information regarding the bid and August Construction, Inc., is shown on the attached contract awards document.

This matter was reviewed by Deputy City Attorney Lori A. Conway and by Budget and Performance Management Bureau Manager David Wodynski on August 20, 2007. In accordance with the California Environmental Quality Act, Categorical Exemption Number CEP-63-07 has been issued for this project.
