TITLE

Recommendation to authorize City Manager, or designee, to execute a fee-for-service agreement, and any subsequent amendments, between the City of Long Beach and Aetna, to provide HIV medical services, for a term to continue until terminated by either party.  (Citywide)

 

DISCUSSION

The Affordable Care Act (ACA) has resulted in opportunities to provide services to individuals with a variety of commercial insurance carriers.  This agreement will allow the Long Beach Health and Human Services Department (Health Department) to provide medically-indicated HIV medical services to patients insured through Aetna.  This agreement will increase health care access and integrate care for patients who would otherwise be referred to other Aetna-contracted providers within the community.

 

This matter was reviewed by Deputy City Attorney Robin Zur Schmiede on June 22, 2016 and by Budget Analysis Officer Rhutu Amin Gharib on June 23, 2016.

 

TIMING CONSIDERATIONS

City Council action is requested on July 19, 2016, to provide the additional services in a timely manner.

 

FISCAL IMPACT

The fee-for-service agreement is estimated to generate $15,000 annually in reimbursement revenue based on Medicare/Medi-Cal billable rates.  Sufficient funding to provide the service is budgeted in the Health Fund (SR 130) in the Health and Human Services Department (HE).  There is no local job impact associated with this recommendation.
