Recommendation to authorize City Manager to execute the Third Amendment to Agreement No. 28404 with EIP Associates to extend the term of the agreement to July 28, 2006, to provide services to update the Land Use Element of the City's General Plan. (Citywide)
DISCUSSION
On September 17,2002, the City Council approved an agreement with EIP Associates to provide services to update the Land Use Element of the General Plan. The General Plan is a State-mandated document which serves as a comprehensive guide for the physical development of the City. The Land Use Element serves as the central framework for the entire General Plan and is intended to correlate all land use decisions with a set of coherent development policies and programs.
The original term of the agreement was from October 1, 2002 through July 31, 2004. The first amendment to this agreement was to extend the term through July 29, 2005. The second amendment was to modify the scope of the work to include additional tasks and provide increased compensation to cover those tasks. This amendment is to extend the term of the agreement to July 28, 2006 so that EIP's work will be coordinated with the Planning Bureau's expanded work program.
Last year the City's Community Development Department began creating a new Jobs and Business Strategy in the Economic Development Bureau. Additionally, as the community meetings for the General Plan update progressed, it became apparent to staff that in order to satisfy the expectations of the community for what future land uses should look like, how they should relate to the street and how the street should look and function, an urban design component needed to be incorporated into this update.
Hence, this General Plan Update work program now includes the development of both Economic Development and Urban Design Elements. It is anticipated that the development and coordination of these plans will delay the adoption of this updated General Plan for at least a year.
