TITLE
Recommendation to authorize City Manager, or designee, to amend Contract No. 34297 with Los Angeles Engineering, Inc., of Covina, CA, for additional dredging necessary to complete the Colorado Lagoon, to increase the contract amount by $240,000, for a revised total contract amount not to exceed $3,427,369, for the period ending August 15, 2017. (District 3)
DISCUSSION
On May 24, 2016, the City Council awarded a contract to Los Angeles Engineering, Inc. (LAE), for construction of the Colorado Lagoon Restoration Phase 2B Project (R-7054), for a total amount not to exceed $3,187,369.
City Council action is requested to amend Contract No. 34297 with LAE, by increasing the current contract amount by $240,000, for a revised total contract amount not to exceed $3,427,369. The contract included hydraulic dredging of the lagoon to ensure compliance with the Los Angeles Regional Water Quality Control Board’s mandated Total Maximum Daily Loads (TMDL) and create new subtidal and eelgrass habitats for mitigation credits. After careful analysis of dredging surveys and new soil sampling, it was determined that additional dredging is needed as existing, unforeseen soil conditions are impacting the contractor’s ability to efficiently dredge the lagoon. The additional contract amount will help cover these unanticipated dredging costs and allow City staff to complete the project.

TIMING CONSIDERATIONS
City Council action is requested on July 11, 2017, to allow expeditious completion of the construction work and payment to the contractor.
FISCAL IMPACT
