Recommendation to adopt findings to deny a zone change from a Regional Highway District (CHW) to a Commercial Storage District (CS) for a portion of an existing self-storage facility at 4100 Cherry Avenue

DISCUSSION
The applicant, Pacific Planning Group, requested approval of a zone change to allow the expansion of an existing self-storage facility. The request was first heard at the City Council hearing of December 21, 2004, and a motion was made to postpone the action and continue the hearing to January 4,2005. The motion carried 7-0. At the meeting of January 4, 2005, the City Council voted to continue the case and directed staff to return within 30 days with a report investigating the potential for expansion of the other existing fourteen nonconforming self-storage facilities in the City. The motion carried 6-3. At the final hearing of February 8, 2005, the applicant provided a video presentation. After discussion of the issue, a motion was made by Councilwoman Reyes Uranga and seconded by Councilwoman Richardson to deny the request. The motion carried 8-1.
As part of this motion, staff was required to return to City Council with revised findings supporting the action to deny the zone change. Staff has prepared the revised findings (attachment) that determine that the approval is inconsistent with the Land Use Element of the General Plan and with the self-storage study performed approximately two years ago.
In accordance with the Guidelines for Implementation of the California Environmental Quality Act, Negative Declaration 20-04 was certified by the Planning Commission.

TIMING CONSIDERATIONS
The Long Beach Municipal Code does not dictate a time requirement for the adoption of revised findings; however, these findings are necessary to reflect the action of the City Council to deny the request for the zone change.
