Recommendation to authorize City Manager, or designee, to grant an easement deed to Southern California Edison, for the installation of traffic signal and electrical equipment at 4951 Oregon Avenue.  (District 8)

 

DISCUSSION

Integral Communities has developed 131 single-family units on the site of the former Will J. Reid Boy Scout Camp at 4747 Daisy Avenue and Molina Park at 4951 Oregon Avenue.  As one of the offsite improvement requirements for the Riverwalk Residential Development Project (Project), a traffic signal at the intersection of Daisy Avenue and Del Amo Boulevard has been installed (Attachment A).  To provide power to the signal, it is necessary to grant an easement to Southern California Edison (SCE) in nearby Molina Park.

 

City staff conducted a review of affected agencies and there were no objections to the proposed easement. In conformance with the California Environmental Quality Act (CEQA), Environmental Impact Report SCH #2014091011 was accepted by the City Council on May 9, 2017, for this Project.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on May 13, 2019 and by Budget Analysis Officer Julissa Jose-Murray on June 17, 2019.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on July 2, 2018, to allow for the timely installation of a new traffic signal.

 

FISCAL IMPACT

An easement processing fee in the amount of $3,195 will accrue to the General Fund Group the Public Works Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.

Approve recommendation.
