Recommendation to authorize City Manager to execute the following agreements with Los Angeles County: H-210813 to provide case management services for an amount not to exceed $216,928 for the period from March 1, 2006 to February 28, 2007, H-209210 to provide medical outpatient services for an amount not to exceed $109,302 for the period from March 1, 2006 to February 28, 2007, and H-209912 to provide treatment advocacy services for an amount not to exceed $68,617 for the period from April 1, 2006 to March 31, 2007; and authorize City Manager to amend subcontract #29242 with Being Alive Long Beach to provide case management services for an additional $69,542 for one additional year. DISCUSSION
Since 1998, Los Angeles County has contracted with the Department of Health and Human Services (DHHS), to provide Human Immunodeficiency Virus (")/Acquired Immune Deficiency Syndrome (AIDS) case management, medical outpatient and treatment advocacy programs.
The case management services performed include assessing the physical, psychosocial, environmental and financial needs of clients and facilitating their access to appropriate services. These services are provided to all clients in need of them. Under the latest agreement, the DHHS has provided a client intake and comprehensive assessment service to develop individual service plans for each participant. The population to be served is persons with HIV who are indigent. DHHS has also actively collaborated and obtained referrals from service organizations and agencies beyond traditional HIVIAIDS case management service delivery systems, including but not limited to, substance abuse, mental health, primary health care, and social service organizations.
The medical outpatient program provides medical services to approximately 300 patients which interrupt or delay the progression of Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) disease and promote optimal health. Services ...
