TITLE
Recommendation to authorize City Manager to execute amendments to agreements with Los Angeles County in the amount of $789,694 for a period of two years, to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) case management, outpatient medical, and treatment advocacy services. (Citywide)
DISCUSSION
Since 1998, Los Angeles County has contracted with the City of Long Beach Department of Health and Human Services (Health Department) to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) clinical services that include: medical outpatient, case management, and treatment advocacy programs.
The medical outpatient program provides medical services to approximately 300 patients annually and aims at interrupting or delaying the progression of HIV/AIDS disease and promoting optimal health for the client. Services include: diagnosis, treatment, counseling, and referrals for appropriate specialty services.
Case management services include an individual client assessment to ascertain their physical, psychosocial, environmental and financial needs and to facilitate their access to the appropriate service provider. The program serves approximately 250 individuals with HIV/AIDS infection who are medically indigent and would have no other means of accessing care. The Health Department also actively collaborates with and obtains referrals from service organizations and agencies beyond traditional HIV/AIDS case management service delivery systems, including but not limited to: substance abuse, mental health, specialty services, and social service organizations.
Treatment advocacy services are provided to every patient in one-on-one counseling sessions. These sessions include education on decreasing the risk of acquiring opportunistic infection, and on prevention methods aimed at reducing the risk of transmission of HIV to others. The program also provides the client with information on medications and their side effects and assists them in identifying major obstacles in treatment that could impact their health.
This matter was reviewed by Deputy City Attorney Lori A. Conway on May 18, 2007 and by Budget and Performance Management Bureau Manager David Wodynski on May 18, 2007.
TIMING CONSIDERATIONS
City Council action is requested on June 5, 2007, as the Health Department has been providing services under the amendments since March 1, 2007, but will be unable to recover costs until the amendments are approved.
FISCAL IMPACT
The proposed amendments to the agreements with Los Angeles County include: case management services for an amount not to exceed $433,856 for the period from March 1, 2007 to February 28, 2009, medical outpatient services for an amount not to exceed $218,604 for the period from March 1, 2007 to February 28, 2009, and treatment advocacy services for an amount not to exceed $137,234 for the period from April 1 2007 to March 31,2009.
The total amount of the agreements is $789,694 for the period of March 1, 2007 through March 31, 2009. The necessary amounts for each agreement will be appropriated in the Health Fund (SR 130) in the Department of Health and Human Services (HE) as part of the FY 08 and FY 09 budgeting processes. Implementation of these agreements has been delayed due to delays by the funding agency.
