TITLE

Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,500, offset by Second Council District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions of:

 

                     $500 to the Long Beach Community Action Partnership for their annual fundraiser on March 10, 2023;

                     $500 to the United Cambodian Community to support Long Beach Sankranta on April 1, 2023;

                     $500 to the Speak Up Empowerment Foundation, Inc. to support the 7th Annual Ms. Single Mom Empowerment Forum on April 22, 2023; and

 

Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,500, to offset a transfer to the City Manager Department.

 

DISCUSSION

The Long Beach Community Action Partnership (LBCAP) is a 501(c)(3) nonprofit organization that provides a wide variety of free services to residents of Long Beach living in low-income households who have experienced educational, social, or economic barriers to self-sustainability. On March 10, 2023 LBCAP hosted their annual fundraiser, Long Beach Night CAP. The event featured live music and food at Hotel Maya. A $500 contribution supports LBCAP in their mission to provide high-quality, no-cost programs to reduce economic hardship for children, adults and seniors in Long Beach.

 

The United Cambodian Community (UCC) is a 501(c)(3) nonprofit organization that aims to elevate the Cambodian community through emphasizing service areas such as health equity, youth enrichment, community integration, and economic inclusion. UCC is collaborating with Long Beach City College and the Council District 6 Office to host the first Long Beach Sankranta celebration on April 1, 2023 at Long Beach City College’s Pacific Coast Campus from 8AM - 10PM. Sankranta is a new year celebration that is observed in Laos, Thailand, Cambodia, Myanmar, Sri Lanka, and some parts of India. Long Beach Sankranta 2023 serves to honor and recognize our city’s diverse communities that celebrate Sankranta. A $500 contribution will help support the performers, cultural ceremonies, food and drink options, and games planned for this celebration.

 

The Speak Up Empowerment Foundation, Inc. (SUEF) is a Black-Led and operated 501(c)(3) nonprofit organization that provides resources, training opportunities, and support for single parent families, in particular those families headed by a single mom, in the Greater Long Beach area. Every Spring, SUEF and their partners host a signature Ms. Single Mom Empowerment Forum. This year, the 7th Annual Ms. Single Mom Empowerment Forum will be held on April 22, 2023 at the Long Beach Airport Marriott. The event will feature expert speakers on financial literacy and business development, a program with special emphasis on health and wellness, access to employment opportunities, free lunch, and complimentary childcare. A $500 contribution will help support the quality programming offered to single mothers who attend this event.

 

This matter has been reviewed by Recovery Budget Officer Dee Okam on March 17, 2023.

Staff will consider issues of equity and access with any program proposals brought forward to ensure the City’s commitment for everyone reaching their highest level of health and potential for a successful life, regardless of background, neighborhood, or identity.

 

TIMING CONSIDERATIONS

This item is being submitted through supplemental agenda to allow for timely processing of funds.

 

FISCAL IMPACT

This recommendation requests the City Manager to provide contributions to support the Long Beach Community Action Partnership for their annual fundraiser, the United Cambodian Community to support Long Beach Sankranta 2023, and the Speak Up Empowerment Foundation, Inc. to support the 7th Annual Ms. Single Mom Empowerment Forum. The total appropriation increase of $1,500 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Second Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and have a minimal impact on meeting other City Council priorities. There is no local job impact associated with the recommendation.
