DISCUSSION
The City enters into an annual contract that requires a contractor to pick up green waste debris (e.g., tree trimmings, limbs and palm fronds) at various City locations for transport to a facility for use as alternate daily cover at the landfill sites.
 
The City has an ongoing need for these services as a result of its tree trimming operations. The Contractor will be required to convert green waste debris to alternative daily cover, with a diversion rate of 93 percent. This diversion rate exceeds the State of California Assembly Bill 939 goals regarding source reduction and recycling.
 
The bid was advertised on September 8, 2008, and 37 potential bidders specializing in the diversion of green waste were notified; six were Woman-owned Business Enterprises (WBE), ten were Minority-owned Business Enterprises (MBE), one was a Long Beach business. The bid was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities sent to 30 local, minority and women's business groups. Bids were opened on September 23,2008. EDCO Waste Services LLC of Long Beach, CA (a local business) was the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton and by Budget Management Officer Victoria Bell on November 24, 2008.
 
SUSTAINABILlTY
 
This contract requires the disposal of tree trimmings from street tree maintenance operations in an environmentally responsible manner. The reuse of this material both contributes to the City's diversion rate and creates a reusable organic product. The beneficial reuse of what would otherwise be waste contributes to the City's sustainability goals.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-00209 and award the contract is requested on December 16, 2008 to ensure that a contract is in place expeditiously.
 
FISCAL IMPACT
The cost of this contract, in the estimated amount of $200,000 annually, is budgeted in the General Fund (GP) in the Parks, Recreation and Marine (PR) and Public Works (PW) departments. The annual estimated amount is based on historical expenditures. The City will have the option of adding a contingency of 10 percent (or $20,000) above the annual contract amount, if necessary and if funds are available.
