Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34816 with BakerCrew Consulting, Inc., of Alpine, WY, for providing as-needed professional and technical services related to land management and business permits, to extend the term of the contract to September 30, 2022, with the option to renew for one additional year. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract No. 34816 with BakerCrew Consulting, Inc. (BakerCrew), to continue providing as-needed professional and technical services related to land management and business permits.
On October 3, 2017, the City Council awarded a contract to BakerCrew as part of its adoption of RFQ TI17-015 for providing as-needed professional and technical services related to land management and business permits for a period of two years, with the option to renew for two additional one-year periods.
Several departments including Development Services, Financial Management, Health and Human Services, Fire, Police, and Public Works use the land management system to streamline and integrate operations for building and planning. The system is used to issue and track various permits, business licenses, related inspection activities, planning actions, and code enforcement cases.
Examples of upcoming projects requiring professional services include: workflow enhancements for the six departments (Development Services, Financial Management, Health and Human Services, Fire, Police, and Public Works) using the Infor system; required annual version upgrades to the existing application; the conversion of the enterprise database from Oracle to Microsoft SQL; and, the expansion of the mobile product, Field Inspector, to enable Building, Business License, Code Enforcement, and Fire inspectors to resolve cases in the field using mobile devices.
During Fiscal Year 2020 (FY 20) and FY 21, the Development Services and Technology and Innovation Departments have been involved in a significant modernization effort of the Infor Public Sector software. This software became critically important to the City’s COVID-19 pandemic response because of the need to enable online services to the public. Based on this significant and continuing public need, the decision was made to reschedule the required RFP to the next fiscal year. Therefore, the Technology and Innovation Department requests a continuation of services with BakerCrew because of their unique knowledge and experience they have working with the City over the years to ensure consistency with the above initiatives.
This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on July 22, 2021, Business Services Bureau Manager Tara Mortensen on July 13, 2021, and by Budget Management Officer Rhutu Amin Gharib on July 20, 2021.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 34816 is requested on August 10, 2021, to ensure there is no interruption to services.
FISCAL IMPACT
The requested action will extend the term of the contract to September 30, 2022. Sufficient funding is budgeted in the General Services Fund Group in the Technology and Innovation Department. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
