DISCUSSION

City Council approval is requested to adopt a Resolution to approve a list of projects proposed to receive Road Maintenance and Rehabilitation Act (RMRA) funding for Fiscal Year (FY) 2018-19.

 

Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the California Legislature and signed into law by the Governor in April 2017, to address significant multi-modal transportation funding shortfalls statewide. Long Beach will receive an estimated $8 million in RMRA funding for FY 2018-19.

 

Eligibility requirements under SB 1 require that a list of projects proposed to receive RMRA funding be identified in a Resolution approved by City Council, which must include scope, location, schedule, and useful life information.  The bill also requires the use of a pavement management system (PMS) to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on April 16, 2018 and by Budget Analysis Officer Julissa José-Murray on April 20, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on May 8, 2018, to ensure eligibility to receive RMRA funds in accordance with SB 1.

 

FISCAL IMPACT

To receive RMRA funds, the City must adopt a Resolution, which lists the projects planned to be funded with RMRA funds in FY 2018-19. SB 1 is estimated to provide the City funds totaling approximately $8 million in FY 2018-19. The recommended action is for the City Council is to adopt the Resolution, no budget appropriation is requested at this time. When the City receives a formal amount from the California State Controller’s Office, an appropriation increase will be requested from the City Council.
