Recommendation to authorize City Manager, or designee, to execute all necessary documents to amend Contract No. 34643 and interim Munis Contract No. 31900251 with Galls, LLC, of Chicago, IL, for furnishing and delivering duty gear and uniforms to the Long Beach Police Department, to increase the contract amount by $641,667, for a revised total amount not to exceed $1,091,667, and extend the term of the contract to November 30, 2020. DISCUSSION
City Council approval is requested to amend Contract No. 34643 and increase interim Munis Contract No. 31900251 with Galls, LLC (Galls), by $641,667, to continue purchasing as-needed police duty gear and uniforms, and extend the term of the contract to November 30, 2020, to allow for the completion of the procurement process and transition to a new contract due to delays associated with the COVID-19 response.
Police uniforms and duty gear are critical front-line equipment that are necessary for the Long Beach Police Department (LBPD) personnel to carry out their duties. On January 21, 2020, a Request for Proposals (RFP) to solicit proposals for vendors to provide police uniforms, accessories, and alteration services was released. Due to the unforeseen delays associated with emergency COVID-19 response, the completion of this procurement has been postponed. The requested interim extension will ensure LBPD employees have access to critical uniform and duty gear until the procurement process resumes and is complete.
This matter was reviewed by Deputy City Attorney Sarah E. Green on March 24, 2020, Deputy Finance Director Sandy Tsang-Palmer on April 4, 2020, and by Budget Management Officer Rhutu Amin Gharib on April 2, 2020.
TIMING CONSIDERATIONS
City Council action is requested on April 21, 2020, to ensure there is no interruption of services.
FISCAL IMPACT
The recommended action increases the interim contract by $641,667, for a revised total amount not to exceed $1,091,667 for a period ending November 30, 2020. The additional contract authority of $641,667 will be absorbed in the General Fund Group and Tidelands Operating Fund Group in the Police Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The contract will provide continued support to our local economy by assisting in the preservation of employment of 24 full-time employees residing in Long Beach.
