TITLE
Recommendation to adopt Specifications No. RFP GO 09-036 authorizing City Manager to execute a contract and any amendments thereto with Geodetics, Inc., to purchase Global Positioning System Real-Time Network Software, provide installation, support and training for a period of three years, at a cost of $178,480 with an option to renew for two one-year periods in an amount not to exceed $29,700 annually. (Citywide)
DISCUSSION
Long Beach Gas and Oil Department (LBGO) monitors surface elevations for oil field-related subsidence control through the semi-annual Mobile Global Positioning System (GPS) survey of 240 benchmarks and the continuous GPS Real-Time Network (RTN).
The RTN consists of 12 permanent, City-owned GPS base stations located throughout the City. Network software continuously calculates base station positions and monitors the network for elevation changes. The RTN has been in place since 2002.
LBGO conducted a technical evaluation of the RTN hardware and software to determine the network status. The evaluation determined that the RTN software is in need of replacement;
the current software cannot be upgraded. New network software will incorporate the latest technological advances for more accurate base station position solutions. RTN software replacement is the most cost-effective option for maintaining a state-of-the-art RTN.
A Request for Proposal (RFP) was sent to interested companies and posted on the City's internet site. Five hundred thirty-seven registered bidders were notified that the City was seeking proposals; 92 are Woman-owned Business Enterprises (WBEs), 110 are Minorityowned Business Enterprises (MBEs), 66 are Small Business Enterprises (SBEs) and 39 are Long Beach businesses. The RFP was made available on the Purchasing Division's website at www.lonqbeach.qov/purchasinq. Two RFPs were received and Geodetics, Inc., of San Diego, CA (a WBE) was selected to provide the RTN software due to its superior product and performance with other agencies in Southern California.
This matter was reviewed by Deputy City Attorney Richard Anthony on June 24, 2009 and Budget and Performance Management Bureau Manager David Wodynski on June 29, 2009.
TIMING CONSIDERATIONS
City Council action to award the contract is requested on July 21, 2009 to ensure that the contract is in place expeditiously to minimize interruption in service.
FISCAL IMPACT
The fiscal impact of the contract with Geodetics, Inc., will be $178,480 over a three-year period of the contract. Initial expenditures will not exceed $123,360 for the purchase of the software and related training. Years two and three will not exceed $27,560 annually. The funding will be charged to the Tidelands Oil Revenue Fund (NX 420) in the Long Beach Gas and Oil Department (GO).
