TITLE

Recommendation to adopt Plans and Specifications No. R-7089 for the Rainbow Harbor Sewage Evacuation System Repair and Upgrade Project; award the contract to Pastusak Plumbing Company, of Long Beach, CA, in the amount of $811,600, and authorize a 25 percent contingency in the amount of $202,900, for a total contract amount not to exceed $1,014,500; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.  (District 2)

 

DISCUSSION

City Council approval is requested to enter into a contract with Pastusak Plumbing Company, to provide services for the Rainbow Harbor Sewage Evacuation (EVAC) System Repair and Upgrade Project.

 

The existing Rainbow Harbor sewage pump-out system provides pump-out service to vessels berthed at Docks No. 1 through 6 and West Pine Avenue Pier Dock in Rainbow Harbor Marina (Exhibit A). The nearly 20-year old EVAC system (comprised of tanks, pumps, and pedestals) is beyond repair and the components required for repair are obsolete.

 

The proposed project will upgrade and repair the pump-out system by installing seven new five-horsepower peristaltic pumps with enclosures and replace 19 corroded pump-out pedestals on Docks No. 1 through 6 and West Pine Avenue Pier Dock. The pedestals will be compatible with the pumps selected and will feature wireless and remote activation of the pumps. The existing pipe and hoses running underneath the gangways will be upgraded from galvanized steel to stainless steel, and the existing flexible hoses will be replaced. The existing PVC piping that runs underneath the dock deckboards and concrete esplanade will be assessed, then repaired or replaced as necessary. Minor electrical work to connect the pumps to the existing on-dock marine electrical panels will also be necessary. The current vault that houses the existing twin-tank system will be abandoned in place by removing the old equipment and replacing the metal cover. All proposed work will be performed above and adjacent to the water.  Pastusak Plumbing Company will work with the Department of Parks, Recreation and Marine to follow all Long Beach Marina environmental policies, as required by regulatory agencies such as the California Regional Water Quality Control Board and the Environmental Protection Agency.

 

The bid was advertised in the Long Beach Press-Telegram on April 3, 2017, and 4,553 potential bidders specializing in mechanical and plumbing construction services, and construction materials and supplies were notified of the bid opportunity. Of those bidders, 47 downloaded the bid via the City’s electronic bid system.  The bid documents were made available by the Purchasing Division, located on the seventh floor of City Hall, and on the Division’s website at  www.longbeach.gov.purchasing.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups.  One bid was received on May 3, 2017.  Pastusak Plumbing Company, of Long Beach, CA (Local), was the only responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 424 Long Beach vendors were notified to submit bids, of which three downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on June 25, 2017 and by Budget Analysis Officer Julissa José-Murray on June 29, 2017.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7089 and award a contract concurrently is requested on July 18, 2017, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total project cost is estimated at $1,442,821, which includes the contract award amount of $1,014,500 and the cost of consulting services, design, plan checking and permit inspections, construction contract, and related project support. The total project cost is budgeted in the Tidelands Operations Fund (TF 401) in the Public Works Department (PW).

 

Upon completion of this project, operating and maintenance costs are estimated at $13,000 annually. These costs are not currently budgeted in the Rainbow Harbor Fund (TF 411) in the Parks, Recreation and Marine Department (PR).  If needed, Parks, Recreation and Marine will return to the City Council for an increase in appropriation.  Approval of this recommendation will provide continued support to the local economy. The number of additional full-time equivalent local jobs created by this project will not be known until the contractors complete their hiring and construction has commenced.
