Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 33519 with Walters Wholesale Electric Company, of Long Beach, CA, and Contract
No. 33518 with Consolidated Electrical Distributors Inc., of Los Angeles, CA, for furnishing and delivering as-needed electrical supplies, to increase the aggregate contract amount by $500,000, for a revised aggregate contract amount not to exceed $4,170,000 and extend the terms of the contracts to March 31, 2023. (Citywide)
DISCUSSION
City Council approval is requested to extend Contract No. 33519 with Walters Wholesale Electric Company (Walters), and Contract No. 33518 with Consolidated Electrical Distributors Inc. (CED), to continue purchasing essential as-needed electrical supplies.
On September 16, 2014, the City Council adopted Specifications No. ITB LB14-110 and awarded contracts to Walters and CED, to furnish and deliver as-needed electrical supplies.
The current contract terms expire on September 30, 2022. The current Contract No. 33519 with Walters is in the amount of $1,613,500, and Contract No. 33518 with CED is in the amount of $2,056,500. The unexpected impacts created by the COVID-19 pandemic have reduced the capacity and ability for staff to prepare and release a formal Invitation to Bid (ITB). The contract extensions will provide time to complete a competitive, formal bid and award new contract(s) in accordance with procurement policies. This request will allow for the continuation of service without interruption while a formal procurement process takes place.
This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on September 28, 2022, Purchasing Agent Michelle Wilson on September 21, 2022, and by Revenue Management Officer Geraldine Alejo on September 27, 2022.
TIMING CONSIDERATIONS
City Council action to amend Contract Nos. 33519 and 33518 is requested on October 18, 2022, to allow for uninterrupted and timely purchasing of as-needed electrical supplies.
FISCAL IMPACT
The requested amendment will increase the aggregate contract authority with Walters and CED by $500,000 for a revised aggregate contract amount not to exceed $4,170,000. The contracts will be used citywide on an as-needed basis and are budgeted across various departments and funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The contract amendments will provide continued support to our local economy by assisting in preserving employment for 34 full-time employees residing in Long Beach.
