TITLE
Recommendation to adopt Specifications RFP No. PR12-030 and award a contract to The Los Cerritos Wetland Stewardship, Inc., a Long Beach-based small business, (SBE and Local), for maintenance and management of environmentally sensitive areas, in an annual amount not to exceed $297,000, for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
The Department of Parks, Recreation and Marine (PRM) is requesting approval to enter into a new contract with The Los Cerritos Wetland Stewardship, Inc. for ecological site management and habitat maintenance services of City-owned sites listed below:
· Golden Shore Marine Biological Reserve
· Jack Dunster Marine Biological Reserve
· Colorado Lagoon
· Rainbow Lagoon
· Sims' Pond
· Pacific Electric Right-of-Way Greenbelt (PERow)
· Rainbow Harbor
· Marine Stadium
The Request for Proposal (RFP) detailed a scope of services that will provide the full spectrum of services necessary for the maintenance and management of a variety of environmentally sensitive areas and environmental tasks, including interpretive education and coordination of volunteer groups. The vendor shall provide maintenance to grounds, landscape, and to bodies of water inclusive of aquatic weed management, pond and culverts maintenance, water borne debris, and other necessary maintenance.
The RFP was advertised in the Press-telegram on May 8, 2012, and 320 potential bidders specializing in environmental consulting and maintenance were notified of the RFP opportunity. Of those bidders, 27 downloaded the bid via our electronic bid system. The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.lonabeach.aov/purchasinQ. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups. Three proposals were received. Of those three bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs) , one was a certified Very Small Business Enterprise (VSBE), and one was a Small Business Enterprise (SBE) as well as a Long Beach business (Local). The Los Cerritos Wetland Stewardship, Inc., of Long Beach, CA (SBE and Local) was the lowest responsible bidder.
SUSTAINABILITY
PRM is steward to most of the City's ecological reserves and wetlands. The Los Cerritos Wetland Stewardship, Inc. has transformed the majority of these sites from once unusable space into some of the cleanest coastal wetlands in Southern California. Throughout the entirety of its work with the City, The Los Cerritos Wetland Stewardship, Inc. has used consistent environmental best practices in the maintenance and management of these sites. These include the use of native drought-resistant vegetation to conserve water, mulching around the native flora to reduce green waste, and the use of organic fertilizers. Together, these practices help to reduce the negative environmental impact of maintaining these sites and help preserve their viability as sound ecological reserves. The Los Cerritos Wetland Stewardship, Inc. will continue its use of environmental best practices for maintenance and management of the proposed sites as a condition of this new contract.

TIMING CONSIDERATIONS
City Council action is requested on June 19, 2012, in order to ensure continued service to these environmentally sensitive areas.
FISCAL IMPACT
Sufficient funds for this contract are budgeted in the Department of Parks, Recreation and Marine (PR). Of the annual contract cost of $297,000, $231,000 is budgeted in the Tidelands Operating Fund (TF) and $66,000 is budgeted in the General Fund (GP).
